u see, murder & involuntary manslaughter are very different charges.
because with murder case, prosecutor need a lot more concrete evidence together, that's y prosecutor team must be very sure only charge with murder.

there are many cases where for example, there are evidence of eye witness, motives, DNA evidence, but failed to find the murder weapon.
in the end, failed to prosecute for murder.
