You have a really old wifi router? Most wifi6 router already had WPA3.

my 4 years old router already got WPA3, but i don use

forgot about this WPA3 thing, some older device cannot connect at all even password is correct, stuck on obtaining IP address..

password correct as if static ip can auto connect....

now remove the mac address from ip reserve...
it can connect using dhcp...

if everyone can use DHCP but only your sis cant
go to device manager, find the adapter, delete the driver and install it back by scanning hardware again.
But have a downloaded driver beside you just incase thing went south.

Uninstall the driver reset the wireless adapter settings.
Sometimes Windows provide their own version of driver but the driver may be too dated, try to download from vendor website if possible
eg D-link adapter, go to dlink website, WHQL driver most of the time just sucks

older device generally have more issue with new router, sometime you need to tinker abit with the router settings
for example my asus router, welp my old phone generally cant connect to tis 2.4GHz wifi, when it connects, it will disconnect after 1 seconds.
what i do is i change the wifi compatibility to auto, then use channel 7, only this channel works, channel auto select always use 1 or 12 to avoid congestion but it never worked for my phone

WPA3 is new standard
older device can't connect, i think router have option to use wpa2/3, rather than force wpa3 but sacrifice security and increase router workload

I think you just answered your question.

By reserving the IP in pool, you are not letting the IP available to DHCP server.

So that means no IP available.

All DHCP works with the following concept/syntax/settings, you just need to understand it :-

1. DHCP Server/IP Address = This are usually the router's IP Address (eg. 192.168.0.1)

2. DHCP Range [192.168.0.xxx - 192.168.0.254] = This are the range of IP Address that you want it to provide to authenticated devices. It is best practice to limit this range based on your devices. For example if you have a total of 10 devices in the house then limit the address to 20 or 50 (if you have frequent visitors coming over). So your range should be from 192.168.0.2 - 192.168.0.51.

Why ? Because some devices required Fixed IP Address, these are usually CCTV Recorder or Camera, Auto Gate, Alarm System, Server, Smart Home Controller etc. So you just need to ensure that these devices are using an IP Address that are NOT in the DHCP Range. Something like start from range 192.168.0.100 onwards.


3. DHCP Reserved IP Address = This might depends on router, some router will Ban/Denied access while some will Allowed the access. So you need to really read the instructions carefully and fully understand it. Simply by putting a MAC Address sometimes doesn't meant it will provide the same IP Address to the device. Sometimes it will just barred it from getting any access at all.

The Reserved IP Address must also NOT in the same DHCP Range and the IP address must also not conflict with any of the Fixed IP Address that you have manually assigned.


4. DHCP Leases / TTL = Total Time the assigned IP address will be valid to the computer. This will ensure a new IP address will be assigned each time the leases expired. Try to limit these also to like 7 days.

Why ? If you configure a very long IP address lease time, if that device belong a visitor and have left, that IP address is still valid & tied to that device. You will run out of IP Address very fast & existing device will have a hard time getting an IP address. Also you do not want these devices to be in your router for a very long time too. A standard 7-14 days will do the job and of course its up to you how long you want it.
