First thing you should ask is to see the geran of the car. And if the seller is the real owner then cross check the name on the car geran and name on ic. No geran just walk away, no need further talk
After that , go jpj with the number plate and find out e-batal done or not, it means bank already release the asset to the owner after finish loan payment.

And yeah, why not transfer money at JPJ office ? Once money masuk, straight do name transfer. I wouldn't do it any other way. The risk of the fella dissapear after taking money is too damn high.

Your step salah. Proper process is name transfer first then only transfer money
