After knowing I will pay cash instead of loan, he agreed to lower price,

At this stage I was worry of scam, because he's no providing much information to prove he is the owner, I also kiamsiap to buy scrut report

So I worry later I kena scam by him, transfer money to him, because he will hire JPJ runner for ownership transfer.
But ownership transfer won't happen. How?

Anyone can help me check owner details based on plate number? I give small token like 5 ringgit.

And yeah, why not transfer money at JPJ office ? Once money masuk, straight do name transfer. I wouldn't do it any other way. The risk of the fella dissapear after taking money is too damn high.

To be able to sell, owner need to go JPJ I believe.

When buying subsale, whether is property or motor vehicles, is onus on the seller to prove ownership.

Doing title search with Pejabat Tanah or JPJ is buyer's peace of mind to confirm the ownership.

If buyer is desperate, then he do the search without the owner providing the details.

Maybe he also dont want to lend you the car to travel outstation, what if later damage then you run away? so just travel within city to test, get your own mechanic to check the condition. Can also call up the service centre to check last service history.

Scrut doesn't tell much, as it is only data from insurance. You need to inspect the car by yourself.

Major accident damage can easily be spotted. Small damages (e.g. water leak into the car) is harder to spot. Get mechanic to look if you have no exp.
