Either you risk losing that 500 or pay more for a safer option.

Sometimes it's safer to pay more than risk getting nothing in return

That's true but slashing 500 from official without vouchers? Unless it's quite an old model, if it's a newly released, could be a little dubious to risk.

i asked the seller, he said it's not. but he said if want to use overseas sim card, 1st time using the phone must use a malaysia sim card and have a short 5 mins call. after that can use any sim card. not sure how does this work.

Why can't you use overseas card? That sounds a little dubious. Is it an unlocked set?
