The outlet on the left side of this 2T fuel tank is broken. It connects to a metal pipe. What is this outlet used for? Can I just ignore it?

The outlet on the left side of this 2T fuel tank is broken. It connects to a metal pipe. What is this outlet used for? Can I just ignore it? |
