Due to stupid policy of apply RMMJ (Rumah Mampu Milik Johor), applier like me as single and not born from Johor they stated need proof of stay at Johor more than 10 years.

They stated the only document that accept for proof of stay at Johor more than 10 years:
- Sijil Berhenti Sekolah Anak
- Surat Pengesahan Sekolah Anak
- Passport melebihi 10 tahun di Negeri Johor

Other than that, no accepted even your own Sijil Berhenti Sekolah from Johor, only ANAK sahaja.
So if you are single, the only document accepted is Passport, only than that not allowed.
Previously I applied it and submitted my own Sijil Berhenti Sekolah from Johor, they was accepted and proceed for undian terbuka.

Now I only have a passport keluarkan dari Johor that made in 2023, it is not even enough 10 years, I applied a project on 3 June 2025, by submitted the only one passport and my own Sijil Berhenti Sekolah, just now (24 July 2025) they updated status 'BUKTI MENETAP TIDAK MENCUKUPI 10 TAHUN DI NEGERI JOHOR'.

I had my own passport on my childhood (at around 2006 or something) but the passport is already missing and not even possible to bring back.

Is it have anyway to get back old & expired passport (even softcopy also will do)?

P/S: I don't understand why they not accepted our own Sijil Berhenti Sekolah from Johor, since we go to school everyday and we stay Johor everyday. Rather than having passport from Johor but and rent a room from Singapore, funny enough.

Print out SPR page and then tell them you are denied as citizen even with proof. Passport proof does not mean anything. There is something fishy going on somewhere.

No use one, they said many many times, only 3 stated document accepted, other than that, sorry, cannot apply RMMJ at the moment. They don't know what is mean by budi bicara, and fixed the running policy and no excuses.

They made this rule. But since many people want apply RMMJ, they restricted rule again, why so afraid people are selling out RMMJ.

Can something like TNB bills be a proof. Well, I think TNB also does not keep record for 10 years because I believe it is already beyond ISO requirement.

Unfortunately for you the requirements were published long ago (a simple google search shows infographics from February listing all the conditions). Making an exception for you is just asking for more work, especially when there could be potentially hundreds if not thousands of people who are just as qualified and actually have the documents in hand. It's just basic filtering process, others who are more meticulous would be prioritized.

What you could do is put an inquiry with the state's Jabatan Imigresen and see if they had data from expired passports in their system.

Sijil kelahiran is not a problem, as long as you have it, every Malaysian can apply, just need proof of stay Johor more than 10 years then ok already.

I had get consult through Imigresen through call, they say that they not able to provide service for retrieve back the old & expired passport. They said the passport pengeluar from Johor more than 10 years is not reasonable, exactly same opinion as I mention on first post, she said why don't find adun/penghulu kampung to prove that I stay at Johor more than 10 years. But the PKPJ is not understandable and stick to exact document that provided, she said can just complain to PKPJ about this issue. Now they have JPEX on 25 July 2025 to 27 July 2025, go ahead to complain then.

I admit it is my mistake, but it is not cerdik that only can use passport as a proof of stay Johor more than 10 years. Does they so afraid that non-johorean are utilise the RMMJ and let it as an investment tool when buy a house. Though that Johorean also do the same. How about people not born from Johor, stay Johor more than 10 years but don't have any passport either.

Put it in writing and have a duplicate handy to keep as your acknowledged copy.

Reminder not to be demanding or sarcastic, it will just give the reader impetus to ignore you especially technically they are in the right in that you are lacking the required documentation.

Instead be polite and rendah hati and memohon pertimbangan and budi bicara. No need to write a long essay about your economic situation but a few words about how it would be a dream come true, that you are a responsible adult with firm commitment to pay the fees/installments. It would be great if you have some other proof of your 10+ years of stay. Tenancy agreements? Continuous utility bills? Even mobile phone bills or bank statements that has your Johor address for multiple years could prove useful as supporting documents.

If you still get rejected, you now have an acknowledged copy to bring it up further the chain, and keep doing up and up.

No hierarchy in Malaysian bureaucracy likes being skipped over, you need to prove that you went every step of the ladder.

Old expired passport throw away, just made a big mistake for me. Even throw away, should keep it as soft copy.

I believe these are the people who get tercicir, maybe they don't know and not voice out and complaining why application is get rejected, lastly go PKPJ then they know what is happening. Passport have to pay and if no overseas then waste.

But hopefully this criteria of stay Johor more than 10 years to be more relaxed, I believe throughout JPEX in these 3 days will get quite many this kind of unreliable criteria just like me.

If a Johor born, lived in Johor for past 40 years with all ori cut / renewed Johor issued passport the last 20 year in hand but co-own a property in penang but never own a property in Johor.

IC Johor address, polling station in Johor passed 20 years. This person qualify to apply?

Has been one week pass of JPEX, I was attended on last Saturday and queue 2 times to ask different pegawai.

Pegawai said shouldn't be problem as upload sijil berhenti sekolah, but I ask them why I getting rejected on the application, after arguing with them (counting number of years of Sijil berhenti sekolah, his maths is not good, 6+5 ≠ 11, damn), finally he ask me to come office, I think hmm I not free to go then.

Asking same question, she said not accept Sijil berhenti sekolah individu at the moment. I asking her use passport tak masuk akal. She acknowledged this issue and she said there are quite many cases like me and also for those that have anak but not enough 10 years old but the applicant in fact already stay Johor more than 10 years. She said this issue will bring to meeting and they will diperhalusi this condition.

I will just wait the new syarat of document that requires for stay Johor more than 10 years then.

PR1MA I think is not rent right. Not quite sure about the policy honestly because don't have any property yet for me, as I know PPR is rent basis, PPR can buy RMMJ but PPR cannot rent anymore if not mistaken.

No, old driving license was accepted previously but not accept now, but that also not enough 10 years for me.

After few weeks of waiting, today they finally announce the adjustment of accepting documents of menetap Johor melebihi 10 tahun. They finally accept back our own sijil berhenti sekolah. Just that need additional document that prove SPR is in Johor then will do as it is no hard to get since my IC address is already at Johor. Pleased that PKPJ hear our voice and adjust the policy properly. Passport as proof has been removed as well.

Yes, but this only applies after 7 Sep 2025, means once they promo new project then the document is follow the picture required. For now is temporary solved as no required old passport already, as website is not ready to add another field for SPR section.
