Bagi komponen caj tenaga, mekanisme pelarasan kos bahan api baharu yang lebih dinamik iaitu Automatic Fuel Adjustment (AFA) akan menggantikan mekanisme Imbalance Cost Pass-Through (ICPT).

Melalui insentif itu, pengguna domestik dengan penggunaan elektrik 1,000 kWj dan ke bawah dijangka tidak terkesan dengan pelaksanaan jadual tarif baharu.

Suruhanjaya Tenaga memperkenalkan skim baharu iaitu Masa Penggunaan atau Time of Use (TOU). Tempoh luar puncak diperluas dan lebih panjang.

Keseluruhan Sabtu, Ahad dan 10 malam sehingga 2 petang pada hari Isnin hingga Jumaat. Ini bagi menggalakkan pengurusan penggunaan yang lebih cekap mengikut waktu permintaan, sejajar dengan usaha ke arah sistem tenaga yang lebih cekap dan lestari. Sekiranya pengguna guna waktu di luar puncak, pengguna dapat jimat bil elektrik berbanding penggunaan ketika waktu puncak.
