Ikat tepi existed for a damn long time already. Ikat tepi + mangkuk is kind of new (last time got some shops also do), but ikat tepi itself existed for a long time. The other variation of ikat tepi, is ikat mati. Last time you dabao drinks, its also ikat mati cause where got so nice give you cups last time?
Ikat tepi was used by people who want to take away the drink, but still want to drink in car/motor or those that do hard labour. Quite common to see ikat tepi drinks being tied/hanged at construction sites where people work. Which is also why ikat tepi typically more expensive because the portion is bigger as its meant to be drank throughout a longer period.

Last time drinks were cheaper, we just order another drink. Nowadays people lepak at the shop long long, use wifi play mobile games, etc. So they order one bigger drink (ikat tepi) and sit there macam starbucks. If didn't finish, easy to just grab and go.
So since people started ordering more ikat tepi when dining in, shops started preparing a bowl to put it in. Hence the ikat tepi + mangkuk.
