8GB most likely won't be able to max settings in newer games and in open world games. Otherwise, i think its serviceable.

If you are upgrading, yes.
If you are buying a new pc or a new card, then this would make sense if you OK with 8gb.

Depends on the games you want to play and you fps expectation and tolerant. May I know the reason you choose a 8gb vram on a 3070 to begin with?
Outside of the 8gb, I think 3070 is still a very serviceable gpu.

For new AAA eye candy, 8gb is OK if you can mid graphic settings to maintain fps. Or if you can accept lower fps to max graphic settings. However, in that case, might as well don't upgrade.
I think to enjoy eye candy, a 5070ti would be a more reasonable option.
