Alcohol doesn't automatically evaporate off when you cook it or boil it. Alcohol forms constant-boiling mixture with water. Otherwise, in the making of isopropyl alcohol, they don't have to use azeotropic distillation to separate water from alcohol. If alcohol can be boiled off from water, they would have used simple fractionation by boiling off the alcohol from the mixture.
