It is just Shahada: "There is no deity but God; Muhammad is the Messenger of God"
it is the first tenet of Islam.

ISIS flag have the first part of shahada "There is no deity but God" and written differently.
The lower circle of the flag just contains 3 words;
Allah, Rasul, Muhammad which means God, Prophet and Mohammad
