if it wont cater more passenger, then it is a dumb move to introduce it.
if they already planned to introduce it, then it will surely cater to more passenger otherwise there's no reason to do so

your argument however suggests that people wont get it unless it is substantially cheaper, not if it will cater for more people or not.

and btw, i believe even if it is cheaper by 20%, people would still get it. i myself wouldnt mind saving a few bucks when i travel around locally
