Those who tell you to proceed with the report or file civil suit have totally no idea how it works in reality. I kena this exact scenario before and I can tell you, if that fella willing to give you some compensation, take whatever you can get.

Tell him straight, if he want to settle, do it NOW with no delay. Otherwise just proceed to file a police report. And instead of losing NCD, opt to repair out of pocket if the price isn't too much. Otherwise, for such an old car, just use insurance.

Don't just let them off the hook. Demand half, demand 1k whatever can get out of them. Because even if you made the report, the would only issue a fine to them (rm300) if they even pay it. Probably just gonna wait till year end discount. For claiming damages to you, as far as the police are concerned it is a civil issue. You would have to sue them in small claims court (under rm5000) to get recompense. Now just think about it, just to engage a lawyer to fight the case is going to cost you more than 5k. And even if you do get a judgement, they can still choose not to pay.
