yes, correct.its a stupid system that favors people who willingly flout the law.
if it were me,
if repair cost is > 2 years NCD then just claim my own insurance.
if less than 2 years NCD, tell the guy I want to go to service center. if he refuse, i say i will tanggung half the price so he pay half only.
i never trust outside workshop for bodywork. for sure they will fuk something up.
