Always i see tiktok, many say chongqing is cyberpunk city, shanghai is way more advanced than tokyo and miles ahead affluent than new york.

Even second tier city like tianjin, suzhou, wuhan are ahead of sydney or KL.

Question is, is it true as claimed or there is still underdeveloped area?

Yes.

Been to China many times, and they are in fact ahead of us. Of course they have many places that are very rural but like you said, many second or even third tier cities are more advanced than in KL.

Depends where la. You go cities, lifestyle quality would be on par with any developed country. But there's plenty of rural undeveloped areas.
