Cannot but that too depends on how corrupted/money-hungry the custodians, ie the state's religious body, are. In our case, instead of selling, they tried to joint venture with a tycoon and convert the waqf land into a multistory commercial building with a surau build on the 3rd floor to replace the existing mosque. Our family took them to court and the case went through a lengthy court battle before it was finally ruled in our favour.
