Well if you really want to have him on board, could just say willing to give another interview if he could gather all the necessary documents in X period of time.
Because you also have to protect your job if you let him pass. If he later became a liability, and they found out you did not do your part and you will be in trouble. Sometimes being a compassionate guy isn't worth it if the risk far outweigh the deed.
