If committed offence, just penalise the individual and club accordingly, no need whatever also cancel permit or perma ban. Such practice easily ends up as autocratic governance no better than PRC.

If i remember right this happened during the height of religious nuts like pas and the then administration that is not very stable. They had to do something to appease the nuts. Those years PAS really had the chance to rule the country when BN PH and PN were destabilized
