Question the immediate supervisor.
Usually this happens when the resigned staff has an issue with management. If there was no issue, he/she probably will have a good handover.

As you mentioned "make excuses when in actual sense, can finish work in time." This simply translate to how he/she sees the company/management and is trying to get back at the company.
