Good enough that it's development rwdp and storm water within the plot is contained during rainfall before discharging into the public external drainage system.

Design it right, can act as a desilting tank cum rainwater harvesting tank. Water can be  reuse (landscape, jet washing, maintenance etc) and in excess, desilted water discharge to external drainage at the right time. It's clean water into public drainage.

Lastly the open to sky bare green ground area minimum ratio must be a mandatory guideline in each highrise plot of land DO

Do this to all highrise dev, it can solve the urban storm water issue while the authority solve the main drainage system artery problem.

Dead animal later can rot inside, whole basement also smells

I rather they use existing retention pond and make it x2 deeper la

Or those area flood one, then do retention pond lo

But this selangor government very greedy, keep sell land to developer.. want to build many highrise so can collect alot of quit rent and assessment

Got retention pond also no use if there is no proper planning for drainage.
Look at setia alam & bandar bukit raja.
Soooo many retention pond yet still banjir every heavy rain in those area

PH did worst thing. No responsible government would deny people the right to have clean water except PH.

By 2009/2010, Federal under BN already inform Selangor PH to start building Langat 2 water treatment plant to be ready by 2014. By Federal forecast, water shortage will occur by 2014.

Instead PH wanted to play politic and refused because the advise came from rival BN.

PH insist they have their own expert and insist sufficient water till 2019. Guess what? Water rationing becoming common starting from year 2014. Only then did PH decided to build Langat 2.

Selangor is flash flood, fast come fast go.
Kelantan is real flood that it's keep flooding for days and weeks.

well both have different problem

Selangor overdevelop & the drainage is outdated.

Need to plant more tree and make drain bigger and better connected & clean regularly

Make drain bigger and better is a good point.

Plant more tree is not a good point..
Those stuff that clog the drain hole is actually tree leaves ya.. not yet count those branches

And also the amount of water that is rain down, u think how tree can absorb so much immediately ?
