Not necessary basement, can be an u/g rc detention tank below ie a section of the circulation road within the plot.

Design it right, can act as a desilting tank cum rainwater harvesting tank. Water can be  reuse (landscape, jet washing, maintenance etc) and in excess, desilted water discharge to external drainage at the right time. It's clean water into public drainage.

Lastly the open to sky bare green ground area minimum ratio must be a mandatory guideline in each highrise plot of land DO

Do this to all highrise dev, it can solve the urban storm water issue while the authority solve the main drainage system artery problem.

Last I read PH had ruled Selangor since 2008, 15 years ago.  Still want to blame PM4?  PH has 15 years to improve drainage etc etc… and the floodings started to get worst since 2020 or 2021 major flood.  Still blame Atuk?  😂😂😂😂😂😂

Got retention pond also no use if there is no proper planning for drainage.
Look at setia alam & bandar bukit raja.
Soooo many retention pond yet still banjir every heavy rain in those area

Kelantan is real flood that it's keep flooding for days and weeks.

Kelatan has no money so can not fix things. Selangor got money also can not fix. Don't know which is worst.
