China doesn’t have Air Force one. China previous leader Jiang had ordered an Air Force one style from Boeing and China later found the plane full of bugs. That plane finally ended up as a commercial flight. What China does is to rent a plane from Air China 2 months before the international visit and do all the renovation inside the plane for the visit. After it is done, the plane will be returned to Air China for normal commercial flight. Since US don’t know which one will be rented, US can’t install bugs.

They don't know that China don't have a permanent Air Force One like US. They will get a plane from Air China a few months before the trip and retrofit it according to their specs. After the trip, the plane is returned to Air China for normal usage.

Firstly, the C919 is a narrow body aircraft which mean it is much more smaller that a 747. Hence, it is not suitable to be made into Air Force One as Xi will be travelling with a huge delegation.
Secondly, China's premier from Mao time until today, hardly travel overseas. For internal travel, they use cars or railways. Having a permanent Air Force one is a waste of money and they are not like US who like to project power.
Thirdly, their widebody Comac C929 is still in development and not out yet. That is a larger plane like 747 and more suitable to be Air Force One.
