Glass is glass. I dunno why you guys recommend abrasives like polishing compound. The simple answer is by using solvent first.

Can use alcohol, thinner, spirit, turpentine, nail polish remover, paint remover, etc. Anything that dissolves paint.

Apply, wait for a few seconds, then wipe off.

The final best product to polish glass is CERIUM OXIDE powder.

Petrol also can. But it highly depends on what that stuff is on the glass. If its cement or epoxy, then it would not work. If its rubber, certain type of silicone, polyurethane, then solvent can work to remove it.
