Don't know who told me is Zhangzhou Hokkien, maybe they mistaken with Teochew.
The dialect difference between Penang Hokkien and Southern/Singaporean Hokkien are on county level, not prefecture level. All Malaysians are still Quanzhou Hokkien.

however Penang Hokkien and Taiwanese Hokkien that I listen to, most of them are quite similar

(Hokkien, POJ): bô-lō͘-ēng / bô-lō͘-iōng

Quanzhou Hokkien same as Xiamen Hokkien and Taiwan Hokkien.
Different from Penang Hokkien which is from northern Fujian.
I just came back from Nan'an, Quanzhou last year.

Only when your mother tongue is Taiwanese Hokkien 臺語 can easily differentiates the non-similarity with unique Pineng Hokkien (creole hokkien shared by Medan and Phuket hokkien speakers as well)
Agreed that Taiwanese Hokkien also infected by some japanese vocabulary.
