 Potentially Unfair Distribution of Student Aid

Seeking Opinions on Potentially Unfair Distribution of Student Aid

Our family runs a small store selling school-related items such as stationery, uniforms, and bags. Nearby, there is another store offering almost identical products.

Recently, a student aid program (from MAINJ) that was initially planned to distribute cash assistance (approximately RM200) was instead converted into cash vouchers. These vouchers, however, are only redeemable at a single store—the competing shop nearby.

Customers have informed us that voucher values also vary by school (some received RM150, RM120, RM100, etc.). We have seen photos of these vouchers and confirmed that multiple schools are issuing them in this manner.

Concerns & Questions
Why was the aid changed from cash to exclusive vouchers for only one store?
Are there any legal options available to challenge this practice?

Would appreciate any insights, professional opinions, or advice. Thank you for your help.

I thought the aid was either cash or bank transfer?
My kids school only requirement was that all parents need to choose receive cash to simplify the teachers workload.

#IskandarPuteri – Majlis Agama Islam Negeri Johor (MAINJ) menyerahkan Skim Bantuan Pendidikan Tahun 2025 kepada Jabatan Pendidikan Negeri Johor (JPNJ) dan Jabatan Agama Islam Negeri Johor (JAINJ) berjumlah keseluruhan RM15,491,800.

Daripada jumlah berkenaan, JPNJ menerima RM11,931,200 daripada MAINJ manakala JAINJ pula sebanyak RM3,560,600 melibatkan 77,459 penerima manfaat dengan bantuan disalurkan melalui Persatuan Ibu Bapa dan Guru (PIBG) untuk diagihkan kepada setiap pelajar.

Skim bantuan pendidikan MAINJ itu terdiri daripada bantuan tunai berjumlah RM200 kepada setiap pelajar sekolah rendah dan sekolah menengah manakala set pakaian sekolah yang dijahit oleh asnaf dengan kerjasama Waqaf An-Nur untuk sekolah agama bagi 17,803 pelajar.

Pada tahun ini, MAINJ juga memberikan sumbangan kebajikan sekolah secara ‘one-off’ dan agihan manfaat wakaf kepada Sekolah Kebangsaan (P) Bandar Tinggi berjumlah RM15,000 diikuti Sekolah Menengah Kebangsaan Dato’ Abdul Rahman Yassin, Sekolah Menengah Agama Jawahir Al-Ulum dan Sekolah Kebangsaan Kangkar Pulai masing-masing dengan RM10,000.

MAINJ turut menyediakan bantuan pendaftaran Institusi Pengajian Tinggi (IPT), komputer riba, tambang melanjutkan pengajian ke luar negara, dermasiswa bagi menyambung pendidikan dalam bidang pengajian Islam selain pinjaman Qard Hassan yang terbuka kepada pelajar bidang pergigian, perubatan dan farmasi di Mesir dan Jordan.

Selain itu, MAINJ memeterai Memorandum Persefahaman (MoU) bersama Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN) bagi bantuan perlindungan takaful kepada 341 pelajar di Mesir dan Jordan di bawah penajaan Skim Bantuan Dermasiswa.

Terdahulu, berlangsungnya Majlis Pelancaran Bantuan Pendidikan dan Majlis Pertukaran MoU Bersama PTPTN Bagi Tahun 2025 yang dihadiri oleh YB Tuan Mohd Fared Mohd Khalid, Pengerusi Jawatankuasa Hal Ehwal Agama Islam Negeri Johor.

Turut hadir, YB Dato’ Dr. Nooh Gadot, Penasihat MAINJ; YB Dato’ Yahya Ahmad, Mufti Negeri Johor; YBhg. Tuan Hasrin Kamal Hashim, Ketua Pegawai Eksekutif MAINJ dan YBrs. Puan Mastura Mohd Khalid, Ketua Pegawai Operasi PTPTN.


Rather than calling it unfair, have you tried contacting the organizer of the aid first? It could be like baucar buku where they vet out interested shops who applied.
Try asking MAINJ / JPNJ directly how you as a vendor would go around joining the program. Can also try contacting your local ADUN since you're a vendor interested in joining a program to help the community.

p.s. A potential reason the aid is in the form of voucher is because they don't want students/parents to misuse them by spending it on things unrelated to their education.

I appreciate the suggestion. However, one thing that still seems unclear is why the voucher value differs from school to school. Shouldn't the aid amount be standardized if it's part of the same program?

Probably, but how sure are you the info you have about the value difference is 100% correct? Burung sangka abit, maybe somebody pocketed/used it halfway?



Again another thing you should be asking the organizer directly for clarification.

I am 100% sure about the value difference, as the cash vouchers are printed differently by each school—some are RM100, some RM120, and others RM150.

I remember my daughters get RM200 CASH each...have to queue up in school to collect...I wish they transfer the $$ into bank account instead...but still grateful

The cash voucher has "MAINJ" printed on it, so it seems like it's for Bantuan Pakaian or something similar.

Should be different. Bantuan Awal Persekolahan is nationwide by MoE. Some school I heard need to come collect from guru kelas.
This one macam strictly additional initiative by Johor's Majlis Agama Islam collab with Jabatan Pendidikan Negeri for the school under them.
