Seeking Opinions on Potentially Unfair Distribution of Student Aid

Our family runs a small store selling school-related items such as stationery, uniforms, and bags. Nearby, there is another store offering almost identical products.

Recently, a student aid program (from MAINJ) that was initially planned to distribute cash assistance (approximately RM200) was instead converted into cash vouchers. These vouchers, however, are only redeemable at a single store—the competing shop nearby.

Customers have informed us that voucher values also vary by school (some received RM150, RM120, RM100, etc.). We have seen photos of these vouchers and confirmed that multiple schools are issuing them in this manner.

Concerns & Questions
Why was the aid changed from cash to exclusive vouchers for only one store?
Are there any legal options available to challenge this practice?

Would appreciate any insights, professional opinions, or advice. Thank you for your help.

Rather than calling it unfair, have you tried contacting the organizer of the aid first? It could be like baucar buku where they vet out interested shops who applied.
Try asking MAINJ / JPNJ directly how you as a vendor would go around joining the program. Can also try contacting your local ADUN since you're a vendor interested in joining a program to help the community.

p.s. A potential reason the aid is in the form of voucher is because they don't want students/parents to misuse them by spending it on things unrelated to their education.

I appreciate the suggestion. However, one thing that still seems unclear is why the voucher value differs from school to school. Shouldn't the aid amount be standardized if it's part of the same program?

I am 100% sure about the value difference, as the cash vouchers are printed differently by each school—some are RM100, some RM120, and others RM150.

The cash voucher has "MAINJ" printed on it, so it seems like it's for Bantuan Pakaian or something similar.
