The more appropriate word would be "threaten".
If you force anyone to do something against his will and if he doesn't, you will bla bla bla... that is threatening him.
After an accident, you don't have any rights to ask the other party to apologize. Nor to you have any rights to demand him to show you his mykad and/or driving licence and/or road tax.
Just take picture of the vehicles involved showing the damages and location of the accident, for the police report.
In the police report, no need the other driver's name and identity... only need to write something like "car plate number ABC 1234 hit my car at the front left door".
Is this considered blackmail and we might jailed ?, Ask someone apologize or we report.
