I just met with a plaster ceiling guy, and I asked him if he will be the one to do a cut out for lightings and bring down the wiring when doing the plaster ceiling, he say this is the job for electrician to do, I'm still waiting for a reply from my electrician but is this a normal procedure ? Do they normally don't include doing the cut out & pull out the wiring ?

Ceiling fella only close it and touch up. The lighting points and wiring is all done, but plaster ceiling not yet, so does that mean after plaster ceiling is done, electrician will come back to cut a hole, pull out wiring, then i have to tell plaster ceiling guy to come back and touch up ?

and that is why electrician and plaster ceiling usually get combo ones so that they talk to each other and help touch up..

Basically for my wiring and plaster ceiling, it's separate, I find my own electrician and own plaster ceiling guy, looking at the situation, is it better I let both of them meet and communicate ?

Electrician should be able to make holes without having to touch up anything. If they can't cut proper holes in plaster ceiling, or line up everything without marking on the ceiling, you have a lousy electrician. The plaster ceiling fellow only has to make sure to install the fan hooks and pull the wire through the ceiling for the electrician. Make sure enough of the fan hook is protruding and the wire is below the ceiling level, otherwise the electrician will probably have to cut the ceiling which will require touch up.
