if it were me (oh god why, touchwood) step by step
1. since no comms response, GO visit the property (strongly suggest bring a friend or TWO along and when you are there, TAKE PICTURES/record video)
...1(a) The purpose is for YOU to see if they still staying there and the condition of the property.
...1(b) If they are there, talk face to face - i'd tell them to move out within 7 days from the day you visit
...1© If the house LOOKS abandoned, like they've left - don't masuk first.
*remember belanja your buddies makan lunch or minum teh ok?
2. AFTER visit the property, LODGE POLICE REPORT. First to state that you rented out whom and when ,THEN
...2(a) if the tenant is still there, put in your report you have given VERBAL notice for them to leave within 7 days since tak bayar
...2(b) if no one there, ask if the police can accompany you when you enter the house (like fellow forumer said, maybe dieded inside already)
...2© you may also state your intention to cut the utilities
in a way - You are building your LEGAL documentation now - so if shit (paiseh mod, pls dont ban me, just expression) hit the celing, you got some black and white
3. Once the visit and report made
...3(a) well, if they are still there after 7 days - you gotta pay but serve them legal letter (eviction or something), then proceed to terminate the utilities
...3(b) be prepared cost-wise, there is a chance they will leave but only after making a huge mess
