For GPU you cant really eye see check okay. Need to stresstest and I doubt most sellers would bother plonking into their rig and invite you come in their home to see. This isnt like in AUS or USA where sellers are more reasonable & you get consumer protection (mostly) from being hosed.

And personal warranty? LOL! Eh I got a moon to sell you for your entire wealth, with 3 days personal warranty it wont disappear. Trust me bruh!

Even shopee/Laz is not totally protected from scammer seller but I would still pay that bit more for a lil better protection.

usually i'll ask seller to come to my local computer shop to stress test / benchmark b4 i pay him cash

Not everyone has access to a PC shop/workshop. And if that GPU turns out faulty, the seller can turnaround and complain that your rig somehow killed his '100% working perfectly fine since Day 1' GPU and ask for compensation or force you buy that now faulty GPU. Then whatcha gonna do?

To be clear; I am a regular used stuff buyer as I am value for money person, so for electronics I would be careful to request seller show video that it works or else I go to their place to test my own after they agreed with my testing method (just simple functional test).
