a little anecdote
During the meeting with Mc and ISP, valid concerns were raised about the consideration that goes with implementing DNS redirection , but Mc threw all those out the window and insist the implimention to be done by X date or license to be revoked/penalty.
This mean that, advises were given but gov agency being gov agency, the motive of most decision are not exactly.......

I can't speak for all, I've dealt with gov agencies before, some are willing to listen. Just not MCMC perhaps
