Some older mb cannot support multiple m.2 with older cpu or when gpu slot occupied, the second m.2 would be disabled.

buy a full size board

use sata saja.
my pc is 1nvme+3sata ssd, there are 3 remaining m2 slot that i can use.
all the other nvme drive i used as external drive lel.

on the way to install another sata drive.

Mine's a new MB.

New board doesn't ensure that. It is good to see check the board's PCI-E configuration.
For example :

Chipset matters too. Low end chipset has fewer PCI-E lanes.

If you are still feeling confused, feel free to post the your configurations here for us to inspect what could go wrong (or maybe there is nothing wrong but has something to do with the compatibility).

What he mean is how he can fit 2 pcs of M2 NVME SSD into the MOBO that only come with one slot.

this is interesting; about the board's PCI-E configuration. why do they have rules such as "PCI_E4 slot will be unavailable when an M.2 SSD is installed in the M2_2 slot." those kind of thing? making one slot unavailable i mean.

because the chipset has limited lanes
there is physically not enough lanes for everything to be connected up
so, 2 slots share the same lanes

Take this as an example, there are only 6x GPP lanes, motherboard designers have no choice but to do:
M.2 x4 or PCI-E x4
+
2x PCI-E x1

There are also stranger configurations to make both work by having 2x M.2 x2, and that is up to to the designer's creativity on how to use lanes within the chipset limitation. There are also limitations such that not every group of PCI-E lanes can be split into fewer lanes. The silver bullet to this is PCI-E switch, but that is expensive to add and you are still bound to the upstream bandwidth.

To make things more interesting, welcome to the X670, where AMD cuts cost by slapping 2 of the chipsets in daisy chain fashion. .

If OP has chipset limitation, another way is to tack on use of current PCIE lanes using specialised hardware like this Asus GPU with NVME slot
