There are also limitations such that not every group of PCI-E lanes can be split into fewer lanes. The silver bullet to this is PCI-E switch, but that is expensive to add and you are still bound to the upstream bandwidth. If OP has chipset limitation, another way is to tack on use of current PCIE lanes using specialised hardware like this Asus GPU with NVME slot
