If you use Chrome, just enable Secure DNS in the settings and it will circumvent this
There's something equivalent for most browsers and they should be enabled by default these days |

Latency performance is going to take a hit with transparent proxies.
Expect some degrading of internet performance, not to the extend of unusable but those who are used to smooth surfing might feel like before. |

Pay hundreds for internet subscription only to be restricted by a wall for content filtering.
That being said we should not be overpaying for our internet. Have to use other means to circumvent the blocks. |

The chairman of the MCMC Salim Fateh Din is also a shareholder and director of MRCB, which is involved in the Shah Alam project. Censorship is a tool to coverup corporate/government dealings in Malaysia. only put in "https://cloudflare-dns.com/dns-query" this should be the DOH endpoint by Cloudflare works on me, using macOS don't know Windows can use this method or not |

The official party line: MCMC responds to allegations of DNS tampering by Malaysian ISPs BY Alexander Wong 9 August 2024 The Malaysian Communications and Multimedia Commission (MCMC) has issued a statement following recent reports that Malaysian Internet Service Providers (ISP) had quietly forced all internet traffic to their local DNS servers. As reported earlier, several ISPs have implemented Transparent DNS Proxy, which prevents Malaysian users from accessing blocked sites even if they use alternative DNS such as Google Public DNS and Cloudflare. MCMC enhances DNS management for user protection The MCMC says it has been given a mandate to regulate the communications industry to protect citizens including restricting access to harmful content. It said that blocking of websites has been implemented as a mechanism to protect users under the Communications and Multimedia Act (CMA 1998) along with other jurisdictions of enforcement agencies such as the Royal Malaysian Police (PDRM), the Ministry of Domestic Trade and Cost of Living and the Securities Commission. 95.7% of the blocked websites include online gambling, pornography, copyright infringement, online scams and prostitution. The regulator added that the restriction of access to websites can curb various crimes including human trafficking, child abduction, and sale of prohibited items such as drugs as well as organised crimes. ![]() Access to blocked websites is redirected to local DNS despite using Google DNS on Maxis The regulator said to ensure the restriction of such websites remains effective and in line with current technology developments, the MCMC has collaborated closely with local ISPs to further improve and strengthen prevention and protection measures including the aspect of Domain Name System (DNS) management. It said that the cooperation between the MCMC and ISPs is meant to ensure a safer online environment and to ensure safety for all users. The regular said their action was in line with the 10 National Policy Goals under CMA 1998 which include guaranteeing information security, trust and network integrity. It said the effort requires a holistic “whole of nation” approach from all walks of life to bypass the protection mechanism which could harm individuals including families and children. From the statement, the MCMC has acknowledged that additional measures have been introduced to enhance censorship and blocking of harmful websites. However, there’s no mention when this directive was issued to the all telco and broadband providers in Malaysia. It has been alleged that Malaysian ISPs were instructed to block public DNS as early as February. ![]() Transparent DNS Proxy intercepts traffic and redirects to local IP MCMC has blocked over 20,000 websites in the past 5 years ![]() Websites blocked by MCMC from 2020 until 1st August 2024 According to the regulator, they have blocked over 20,000 websites since 2020. Over 10,000 sites were blocked between 1st January 2022 and 1st August 2024 which include 4,482 online gambling websites, 3,271 pornography websites, 1,654 websites with copyright infringement violations, 316 scams and illegal investment websites, and 249 for online prostitution. While the MCMC has increased its blocking mechanism, there are still several workarounds to bypass which include enabling Secure DNS (DNS over TLS or DNS over HTTPS) and VPN. The latest move has raised concerns and criticism as it could be seen as potential censorship and restriction of freedom of speech if such measures were to be abused. The MCMC has made controversial moves in the past to block websites including MalaysiaKini’s Undi.info, Sarawak Report and Medium. The government has also increased its measures to regulate social media platforms by introducing a new licensing requirement for social media and instant messaging platforms with at least 8 million Malaysian users. Malaysia tightens screws on internet access amid growing concerns about online freedom
Move to block alternative DNS servers means a slower and less secure connection for users, exposing them to data collection, analyst says Hadi Azmi Published: 6:30pm, 7 Aug 2024 The Malaysian government’s tightening of the screws on a key internet directory has heightened concerns over the state of online freedom in the country, following conflict between authorities and social media platforms amid efforts to impose licensing laws. The move came just days after Prime Minister Anwar Ibrahim’s office expressed its “disgust” at social media giant Meta’s takedown of his message of condolences over the death of Hamas leader Ismail Haniyeh, prompting a meeting with platform representatives and an apology for the oversight. On Tuesday, watchdog group Internet Monitoring Action Project (iMAP) reported that two of Malaysia’s internet providers had blocked alternative DNS servers – the internet’s “phone book” – and diverted traffic back through their own, effectively blocking certain websites deemed improper by the government. Previously, users could sidestep their internet provider’s directory and use publicly available directories from Google or the network security firm Cloudflare to access any website, including those blocked at the behest of the Malaysian Communications and Multimedia Commission (MCMC). “Users that have configured their Internet settings to use alternative DNS servers would have found that they are now unable to access websites officially blocked by MCMC and getting a connection timeout error,” iMAP said on its website. In addition to Malaysia, iMAP monitors network interference and online restrictions on freedom of expression in Cambodia, Hong Kong, India, Indonesia, Myanmar, the Philippines, Thailand, East Timor and Vietnam. Tevanraj Elengoe, founder of Malaysia’s largest tech community group DevMalaysia, said the move was damaging as it prevented Malaysians from using a more secure and private internet directory, exposed users to data collection, and slowed overall service. “We used to have a secure connection between personal devices that increased privacy while providing improved performance that our [internet providers] can’t. These are mainly gone,” he told This Week in Asia. The government recently mandated that social media platforms with more than 8 million Malaysian users must register for an operating licence in the country by New Year’s Eve or risk penalties. While the government said it was concerned with the proliferation of child sexual abuse material, scams and cyberbullying online, iMAP’s report showed that the website of Murray Hunter, a Thailand-based blogger critical of the Malaysian government, was among the sites blocked. Calling the DNS clampdown “a concerning development”, human rights lawyer and activist Eric Paulsen said MCMC had “no transparency and accountability” regarding takedown requests. Paulsen said terms such as hate speech and fake news – used by MCMC in its takedown requests – had no accepted legal definition. This is on top of the recently floated “3R” category of content touching on issues of race, religion and royalty, which Communications Minister Fahmi Fadzil has said needs to be weeded out. “Since when is that set in stone? It’s just a convenient label to sweep everything ‘sensitive’ in the government’s eyes under the carpet, instead of dealing with disagreements like a mature democracy,” Paulsen said. In a post on Facebook last month, Anwar said he was aware the restrictions being implemented were unpopular, but stressed they were “necessary for the well-being of the community”. “I stress that the regulations on social media and internet messaging services that the government will soon introduce are to combat the spread of crime and harmful information, thus creating a safe virtual environment for all users,” he said. Under Anwar’s stewardship, Malaysia fell 34 places to 107th in the World Press Freedom Index 2024 report released in May, down from 73rd last year. Analyst James Chin from Tasmania University noted that while most Malaysians might agree platforms such as X and TikTok need to be reined in, the rules are not clear. Malaysia topped a worldwide list of governments asking TikTok to remove content last year, filing more than 2,200 requests relating to over 6,000 pieces of online material from the platform. “Civil societies are worried that the rules are not clear and that this allows for abuse of power,” Chin told This Week in Asia. While Anwar’s administration had repeatedly affirmed that the law would not be abused to clamp down on freedom of speech, Chin said such reassurance was not enough. “Once the law is passed, it is more or less permanent and can be abused [by] whoever comes to power,” he said.
