My next table Koreans left behind half table of uneaten food (in a buffet restaurant).

Another encounter, when I was queuing behind a Korean couple to use the kiosk in Matsuya, the 2 are playing with each other they took 4 attempts to complete their orders (3 times either messed up order or picked wrong payment method etc).

The queue grew from 1 to 4.

Japanese SOP, u bring the order sheet to counter for payment at the exit. The staff out of courtesy won't come to inspect b4 processing ur payment.

They trust customers would abide by the rules.

So frankly, there're many chances one could just walk out after meal without paying.
