not everyone is capable of managing. say a woman with no experience whatsoever, i would advise them to get a consultant.
later contractor do work will bully the woman by giving lots of excuse and delay the work. and of course sign contract document as proof then if anything happen can go court claim.

For the same reason that i just mentioned. Some of them have upwards of 10 workers & equipments, so small scale might not be economical for them.
