He is not right, he diverted the topic about dog to parenting kids with a very dangerous and wrong judgmental reductionist approach with the word "hit" kids as a whole to demean others in a generalized way in order to make himself feel self righteous when in reality he is most likely not even a parent in real life.

As to the topic, nobody is saying the dog owner in this topic's case is 100% in the right either largely depending what the dog actually did to end up getting that done to it. If the dog was brought up since it was a baby by the original owner and this was a rare occurrence of "discipline" but unluckily caught by this Shima Aris then the dog would much much more prefer to be with its original owner than the Shima Aris who took it away and renamed the dog.
