Cold boot.

Silent mode button, rpm will slow to 850 from 990 in bios silent mode.
Max fan speed in bios can reach 1780, silent mode will reach 1400.

The problem is not at the cable, but on the plug. Once you confirm the plug is secured, not pulling on the connection, it good.

They made the right choice to upgrade the CPU cooler, but...

If you mean both will thermal throttle, of course. i9 CPU are beast and only 420 AIO can cool it.

But look closer at your data in HWINFO.
With stock cooler your pulling a max TDP of 251W which is about Intel baseline turbo limit. With that A4S your actually pulling 420W, no joke. With that better cooler your CPU could maintain turbo speed longer.

And you can see this difference in the R23 results; 26455 with stock & 37409 with A4S which is impressively 10k more. How is this not much difference?

Modern CPUS both Intel & AMD, will boost until it reaches certain limits whether its TDP, or PL limit, or temps, whichever comes last. In your case, if you had set to PL unlimited (or 4096W) then your CPU actually pulling power waayyy past its PL2 limit (253W) in fact into the previously unknown Extreme profile PL4 limit (420W)

Indeed, do another R23 bench and see the max TDP load. It should drop down to 380/253W

Everything is default. Not even XMP is enabled. Didn't find any option to enable Intel default profile as well.

The problem is, 'default' may not be default as you see from that Jay2cents vid you posted. You may still have to go into Bios and manually set the PL2 TDP limit.

jangan kasi set pada motherboard default atau auto,
kasi kawal tdp ke intel spec 253w,
