Yes as long as the U hook is bolted securely (the part that is secure to your ceiling or install on to some wood). then it is OK. The rod bracket with a black wheel can slightly move abit, when attached to the hook, no problem, all motor will vibrate a little and the design suppose to allow it but should not produce any noise. The question maybe is that when you move the rod bracket, does it produce the same noise?

The fan hook looks okay, seems to be bolted to concrete beam wood fixed on the top of the ceiling. The problem is the right side fan is touching the ceiling. Your video like the fan not resting on the rubber grommet properly. I suggest you dig the plaster ceiling a bit and flatten the metal furring channel a bit so that no longer touching. You should be okay as the cover will hide the wider hole that you make.

Wait a minute.... please check if the bolt of the fan actually goes through the middle of the grommet. It doesn't look like it does
