Just apply and open a new account.

That is also why TNB encourages those renting out units to register TNB account under the tenant name.

Yup this is the correct answer, if you familiar with lelong trick is just to open a new account, no need to bear old owner hutang. The old owner name will be blacklisted until he clear the debt.
