Going all out on 5600 is useless since the bottleneck is on the heat transfer from CCD die to the heatspreader, not heatsink. The processor will still boost until the 95C wall.

Seems like your stock cooler is eating a lot of heat from 3070.

Upgrading the case fans to Arctic Cooling P12 Max (assuming that your case is using 120mm fans) will also help.
