Yes, no insurance and obviously no road tax. Ideally the person should received saman. I have no idea whether that action has been taken against that person or not and it don't really matter much to me anyway as there is still going to be no monetary reimbursement for my loss.

Don't forget NCD for this year might be RM550 loss, and then it will take a few years to get to your current NCD level. So the hit you take will be more like RM1000 over 3-4 years of paying more insurance premium.

Most important thing is you made a police report so the other person will have trouble claiming against you.
