yes, accepting certain t&c / t&c update, require separate apple device
can't do it on the apple tv itself
also time to time it will tell you to bring you apple device close to the TV box to update the apple id setting

so it's not standalone device

so far i have the same prompt, bring your apple device close to up apple id settings,
it has garner a huge news too and some have returned their apple tv
till this date apple have not commented anything

my guess this is kinda experimental thing by apple, hence apple is completely silent on it
