If you need full customisation then I suggest just use linux based OS je. You can do almost anything there but downside not all commercial softwares supported natively for linux. I will say Win11 is already good enough and they are trying to improve the experience gradually. I prefer to stick with Windows default look rather than having issue installing third party customisation apps that may impact on functional experience
