As I know currently only M3 Max > M1 Ultra
M3 should say ~= than M1 Pro (if without consideration on ray tracing part), as Single Core M3 > M1 Pro while Multi Core both are highly similar.

Also real world performance would be highly negligible.

Unless your upgrade is considering of ray tracing application usage, else if you want real upgrade better go M3 Pro directly.

Yea I think programming still 16 GB would be still sufficient as long as you are not host entire production replicate including logging system onto local dev machine (also I won't recommend to do this as well), by right running for dev purposes with local dev db should be enough d

Unless you are using on machine learning purposes then maybe 32 GB RAM minimum.

I think the only existing of 8GB RAM model on this era maybe if the person really need a MacBook as symbols on their wearing

Else way too easy of entering swap file would really potentially kill your SSD in early time
