[WTA] Student rent a room. Bewteen Owner & Tenant, who pay for the cost for not working fan

I want to ask any advisor here.
My daughter rented a room and has been stayinig there for almost 2 year. The ceiling fan suddenly not working anymore. So I want to ask under agreement If fan need to replace/repair the cost of repair/buy a new one is bare under house owner or student tanent?

for me, will be the tenant. if no tenant, the fan is still be able to use fan by 2 years. i am renting myself, i will repair everything that i am using

Unless the landlord fix a new fan when moved in, I will repair or replace.
Otherwise, is landlord to repair.

The landlord is silly. A fan is dirt cheap - RM 120 for a simple Panasonic fan that can last 10 years or more - (literally RM 12 per year of cost). If tenant pay regularly, as an owner, I would replace. It doesn't make sense to blame tenant for a fan on the ceiling getting spoilt.

TS, it will be by the tenant. The fan , lighting , AC, appliances are considered final fix & falls under consumable & need to be maintained.
Usually tenant have grace period of 1 month to lodge all the defects to the LL, to be fixed by LL. After the period, any faulty fittings will be by tenant.
If the wiring faulty or piping leaks , that is under LL because that is infrastructure, not the final fix.
Some LL evaluate the scenario case by case also. If the fan was too old (> 10 years) & after so many tenants, it may not be fair to ask the tenant to repair. Unless upfront the LL already informed because of the old fittings , the tenant are getting the cheaper rental rates, if got such , then nothing you can do.
Else, negotiate for new replacement at the LL cost , if can’t get , at least negotiate 50:50 cost sharing (this option can easily be agreed most of the time) .
