That's nothing. Sewage not getting cleaned, trash not collected, cleaning not done, street lights not replaced, potholes not repaired, etc. Sounds like the birthplace of a new epidemic.

Provided they serve the same function as here, I'm just assuming though.

It is exactly this, City Council has the same or similar jurisdiction anywhere. If they go bankrupt, all your property prices can expect a nose dive.

The timing is horrible though, those other city councils may have had some hiccups but atleast a good general economic outlook means the nation can redirect funding from elsewhere.

Present day economic outlook being as bleak as it is, Birmingham might not receive the needed aids as it's a 'every man for himself' kind of situation today. Technically they won't 'bankrupt' bungkus tikar as a normal bankruptcy would suggest, but they're gonna take a long long time to recover most like.

As mentioned, they also might be the first among the many to come. Unironically the brits will need to pull off some extreme austerity measure to level off their predicament. Brits could even be 3rd world country standard after this, kek.
