I would suggest just top up very slightly more and get the z900 instead. That bike have superb value for money. The zx25r has traction control but with the limited torque output in that bike, honestly it isn't necessary

If only the Cb650r has stock then can try that as well but the riding position is slightly sporty.

My Katana actually makes for a really nice daily commute bike because of the santai riding position, but you'll get pissed off keep having to refuel so often

I like the Z900 if they had a full fairing version. Never liked the naked bikes and that includes my own current bike as well...

Assuming your cables/hoses and wiring are long enough. If you are lucky, you get enough slack. If not, that relatively cheap upgrade ends up costing you a lot more. I'm looking at you, Kawa z900.

I have 1" risers on my dominar, makes hell a lot of difference. I also have put on a 2.5" headlamp/binacle riser as well...much better lighting throw/distance and also raised the windshield without having putting a taller windshield or a extender.

As for the brakes. I have no problem with even the old style nissin axial brakes on the base z900 (the SE get brembo radial brakes). Plenty of stopping power for the street.

I see handlebar risers are a super common accessory installed for Cb650r owners but might need to get creative on the cable routing.
I refuel usually once a week, but my daily commute is only 20km per day excluding my trip for lunch which varies
The max I've fueled up is 11.2L, the bike got a fuel gauge, distance to empty and 2 levels of low fuel warning
