Macau chief executive Ho Iat-Seng has set a limit of 6,000 gaming tables and 12,000 machines per operator, as part of the major reforms coming into effect in the special administrative region.

The news follows the June passing of a major overhaul to Macau gaming law which stated that there would be maximum table and machine numbers as well as minimum GGR requirements, and that the exact numbers would be defined at a later date by the chief executive.

The dispatch outlined the


gaming table and machine numbers to be capped at


6,000 and 12,000 respectively for each of the


six concessionaires.


The order is set to come into effect on 1 January 2023,

as the new legal regime begins to operate.



The government had previously announced the number of tables and slots in Macau under the new concessions would be reduced to 6,000 and 12,000 respectively.

This represents a 13% reduction in tables from the

former 6,925 under the table cap

which applied to the previous concession period set to end on 31 December 2022,

and a 3% reduction in slot machines from the DICJ’s last official count of 12,387 machines as at the end of September.

The biggest winner is MGM with an additional 198 tables to add to its former allocation under the table cap, representing an increase of 36%. MGM is the only 1 of the 6 concessionaires to receive an increase in table allocation, with the other 5 concessionaires


, SJM, Melco, Wynn, GEG and Sands,


losing 743, 196, 100, 79 and 5 tables respectively.

SJM’s enormous loss of tables likely reflects the demise of many satellite casinos in Macau.

I've spent 17 years on the gaming floor as a dealer, supervisor, and manager, and I've done a lot of reading and research on this topic. The short answer is no.


The casino makes money from the game's odds, which give them a 5.26% advantage.

The roulette wheel spins one way and the ball is released in the opposite direction. The ball moves on a sloped track, making it really hard to predict where it will stop.



There are small bumps on the track that the ball hits, and the separators between the numbers are about 3cm wide, so the ball rarely goes smoothly into a slot.




Different balls and roulette wheels act a bit differently from each other.




Some dealers think they can predict where the ball will land, and they're right about 1 in 38 times (which is interesting).
