 Help with maxis port forward, Can't access from outside if using maxis

Can anyone help me
I done port forward using maxis correctly, but problem is, if at outside, I using maxis either fiber or mobile, I can't access the port forwarded (cctv), unless I use 1.1.1.1 or other than maxis provider.
Anything i did wrong?

Like I said, it works if I connect from non maxis provider. So my IP is public.

If my provider is non maxis like unifi, yes or digi or whatever other than maxis, I can see the cctv. Use home wifi at outside also can't see if it is maxis home fiber. If unifi then ok.

No. Still public. Weird is why if no use maxis I still can view cctv.
