Of course BTS is way safer than STB but please note that BTS will always be more expensive than STB. If got money, no problem. But if no cash, then have to buy off plan.
Take note that if all developers are forced to BTS, supply will be severely reduced which would be good for all the "uncle aunty" who already own multiple properties as prices will go up due to lack of supply.
