can but i think some banks got set limit like if ur monthly salary got above certain amount then u must put down 10%

but usually undercon dev adi put it ito the spa price then "rebate" the 10% for buyers so technically ur 10% is borrowed from bank with interest also

what to do

Banks got give 100% loan but for 1st time buyers only. Interest quite high.

Of course BTS is way safer than STB but please note that BTS will always be more expensive than STB. If got money, no problem. But if no cash, then have to buy off plan.

Take note that if all developers are forced to BTS, supply will be severely reduced which would be good for all the "uncle aunty" who already own multiple properties as prices will go up due to lack of supply.

If gov can implement BTS, gov also can implement buying restrictions. Many developed countries also have BTS or 10:90 financing where buyers only go find loan before VP, definitely better than current model of STB, buyers pay extra long progressive interests on top of uncertainties of receiving the keys. And if abandoned, still have to top up when white knight rescues the project. And if BTS can really rein in supply, property prices either remains the same or go up, won’t that also be good news for owners? Yes, you argue aunties and uncles have multiple properties but how many do you actually know? Your mom and dad got hand you down multiple properties or not?

this is why I am saying even if you chose a reputable developer, if project fails, they can just dump it like that and leave u in a lurch
